Abstract: To optimize the investment on the development and utilization of government information resources, at first, AHP method was used to estimate the priorities of the development and utilization of pure public information, weak rivalry information and strong rivalry information, then a multi-objective decision model was created, and a set of Pareto solution was given by using genetic algorithm. A simple and scientific methodology is given for government agencies to make optimal investment decision on the development and utilization of government information resources.
