Abstract: ChatGPT technology has a huge effect on social lives, and it prioritizes emergence management and has achieved certain results. From actual samples of the United States (US), ChatGPT assists the realization of the ideal early warning model and improves communication efficiency. Based on this structural analysis, ChatGPT is structurally coupled with emergence management in three aspects: the information module is the prerequisite for efficient emergency response, the calculation module is the basis for accurate deployment, and the early warning module is the realization of the risk prevention. However, the dialectical view of ChatGPT can identify a triple value conflict, including management requirements for stability and technological innovation, management humanization and technological automation, and the high cost of equipment and the low return with fewer scenarios. To solve conflicts and display functions, an appropriate system for ChatGPT in emergence management should be constructed, the principle of emergence rule of law should be established, a systematic regulation framework should be formed through legislation, policies and expert advice, and strong national control should be granted to prevent technological misconducts.
