Abstract:
As an important part of the modernization of national governance system and governance capability, Internet platform governance should take publicity as its spiritual core. As an emerging field of governance, platform governance is severely constrained by the imbalance of power subjects in the governance structure, the interference of technological rationality in governance strategies, and the lack of legal norms in governance mechanisms. To resolve the public dilemma of platform governance, it is necessary to give full play to the leading role of the state, strengthen the main responsibility of the platform, promote social participation to achieve public control, incentivize supervision and substantive governance, and correct the imbalanced pattern of power subject structure. By ensuring the full existence of human beings in the governance process, the domestication of technical norms in governance tools, and the introduction of ethical norms in governance concepts, the public leading role of value rationality can be realized. Through specialized legislation on platform economy, design of public interest litigation system, and a mechanism for prioritizing obligation rules, institutional supply can be optimized to reinforce publicity.
