Abstract: “Opinions on Strengthening Legal Education and Legal Theory Research in the New Era”(hereinafter referred to as the Opinions),which is issued by the General Office of the Communist Party of China Central Committee and The General Office of the State Council,has set the grand goals and construction routes of legal education and legal theory research in the new era, aiming at the construction of the rule of law in China reported by the Party’s 20th National Congress. The Opinions systematically summarized the political direction problems and management system problems existing in the field of legal education and legal theory research in China, and precisely sorted out the specific problems existing in the legal education system and legal theory research system. The solution to the problem of political direction is to adhere to Xi Jinping’s Thought on the Rule of Law as the fundamental guideline, to adhere to and strengthen the overall leadership of the Party, and to strengthen ideological and political construction. The solution to the problem of macro-horizontal imbalance is balanced development, policy support, quality enhancement, and outstanding characteristics. The solutions to the macro-vertical management and guidance system problems are to follow the laws of higher education, to give full play to the exemplary role of political and legal colleges and universities, and to break down the barriers of institutional mechanisms. The solutions to both the political direction problem and the macro problem ultimately need to be realized in the reform and improvement of the system of legal education and legal theory research.
