Abstract: Power list can be built in two different methods,administration and rule of law,and there are correspondingly two different ways of power control,that are internal self-discipline and specification power control. Currently administrative policy-oriented power list constructed by administrative means adopts the way of internal power control. This kind of power list has some disadvantages,such as disordering of operative thought,unitary subject of operation and irregularity of operative methods and so on. Presently speaking,on the basis of the observance of the principle of coordination among basic theory of law,reforms conforming to the times and normalization of legislation,it's necessary to take the way of rule of law to transform the power list,which is merely policy-oriented specification aimed at internal power control for administrative organs,to that administrative legal specification with functions of external power control through a three-level normative approach,namely transforming from administrative policy-oriented power list to administrative legalized one. Only in this way can power list be functioned to fulfill its system value of the efficacy of normative power control from inside and outside of administrative system.
