Abstract: With the development of economic globalization and Chinese market economy, the quantity of trans-boundary public goods is increasing. The provision mechanism of trans-boundary public goods is the problem that must be solved, and classification governance model of trans-boundary public goods respond to that problem. Classification governance model of trans-boundary public goods is good for the solution to the bottleneck of regional economic integration, deepens cooperation between local governments and effectively responds to trans-boundary public demands. According to the cause of emergence, the trans-boundary public goods is divided into administrative boundary public goods, trans-boundary redistribution public goods and trans-boundary regulation public goods. Based on clarifying the concept and characteristics of three kinds of trans-boundary public goods, it compares them in aspects of governance target, relationships among governance agents and governance tools. Then get the objective laws of trans-boundary public goods, which is that dealing the defects of regional market as governance target, multiple subjects leading by central government as relationships among governance agents, innovative regional public policies guiding by central performance evaluation policy as governance tools.
