Abstract: Based on the dynamic four types of communities'autonomy innovation,and local government's agency operate in the development of community autonomy,self-propelling type of local government's governance innovation plays more important roles,such as integrate resource,improve efficiency and promote innovation's adaptive. Whatever,this type of innovation has faced multiple challenges in innovation system,innovation resources and innovative positioning,and so on. So,the paper proposed“three-wheel drive”as basic framework for local government self-propelled model of governance innovation mechanism transformation,and improvement of the community autonomy system.
