Abstract: The government under the rule of law requires open and justice,in order to answer this requirement we can by these concepts of government information disclosure and degree of transparent government. The problems of governance,market decision making,and interpersonal relationship in the modern society to be solved should by means of government information,in order to promote the interaction between government and society,not only need government information disclosure but also need involvement into government decision making.,and evaluate the status of transparent by third party. In order to promote the rule of law and promote transparency of government building,we need to establish government information disclosure system,citizen participation in government decision making system and third party evaluation institutionalization
