Abstract:
The international perspective of global governance on international aviation emissions puts more emphasis on the leading role played by International Civil Aviation Organization for two reasons. On one hand, International Civil Aviation Organization has issued a series of resolutions on international aviation emissions, set up the strategic target on environmental protection and undoubtedly promoted steady progresses on international aviation emissions. On the other hand, due to some inherent limitations of International Civil Aviation Organization such as the lack of enforcement of its legislation, the defections in legislative procedures and the further amendment of its objectives and goals, the problem of international aviation emissions has been delayed for a quite long time. However, in the future, International Civil Aviation Organization will definitely play an irreplaceable role in leading international aviation negotiations, guiding the technology upgrades, and promoting international cooperation. This will further reveal the value of International Civil Aviation Organization as a specialized agency of United Nations.
